What is Wasl, and what does this checklist cover?
Wasl is an electronic platform built by Elm that links land transport establishments with regulators, so the Transport General Authority (TGA) can monitor transport activities. Elm lists taxi vehicles, transport trucks and e-freight brokers within its scope. In February 2019 the Authority, then the Public Transport Authority, announced that goods trucks must carry tracking and weight-measurement devices linked to Wasl, which shows location, speed and weight. This applied to new trucks from 1 April 2019 and to existing trucks when their operating card is renewed.
This Wasl preparation checklist in Excel lists the data to get ready before linking: company and license details, a qualified tracking provider, devices, vehicles, operating cards and drivers. Items are grouped by transport activity, so a goods carrier and a taxi operator see what applies to them.
Preparation aid, not legal advice. Items reflect official sources as of October 2026. Requirements differ by activity and change over time, so verify current requirements with TGA and your qualified tracking provider before relying on any item. Rows marked Check with TGA could not be confirmed from a public official source.
What to prepare for Wasl by transport activity
| Activity | Confirmed by official sources (as of October 2026) | Check with TGA |
|---|---|---|
| All activities | Goods transport rules require linking with an automatic tracking provider qualified by TGA, and an operating card for each vehicle (TGA regulation). | Exact registration fields, branches, driver card needs |
| Goods transport and truck rental | Tracking and weight-measurement devices on trucks, linked to Wasl (SPA, February 2019): required for new trucks from 1 April 2019 and for existing trucks at operating-card renewal. Automated monitoring of trucks and international-transport and rental buses without a valid operating card (TGA, 21 April 2024, third phase). | Current device specifications, Wasl linking for rental trucks |
| Freight brokers | Brokers link with any electronic systems TGA specifies (TGA regulation). | Which systems apply |
| Taxi | Taxi vehicles are within Wasl's scope (Elm). | Vehicle, driver and device data needed |
| Bus passenger transport | International-transport and rental buses are monitored for valid operating cards (TGA, 21 April 2024, third phase). | Whether and how buses link to Wasl |
| Vehicle rental, delivery apps, mail and parcels | Listed as TGA land transport activities. | Any Wasl requirement |
How to use the Wasl checklist
- Pick your activities on Checklist: filter to All activities plus your own, and set Applies? to No for rows that do not apply.
- Assign owners and dates to every applicable row, then update Status as work moves on.
- Fill the registers: one row per vehicle on Vehicles and one per driver on Drivers, using your tracking provider's field names.
- Check progress on Summary each week: overdue, blocked and due-soon items by activity.
- Re-check the sources and update Last reviewed each time you confirm an item.
How the checklist flags are calculated
The 7, 30, 24 and 90 are editable defaults on the Settings sheet, not TGA rules. A duplicate IMEI on the Vehicles sheet is flagged on both rows, because one device cannot report for two plates.
Worked example: a goods carrier with taxis
On 12 October 2026 a carrier with goods trucks and taxis opens the file. Item 7, the qualified tracking provider, was due on 5 October and is still in progress: 12 − 5 = 7 days overdue, so it shows Overdue. Item 13, the vehicle master list, is due on 16 October, 4 days away and inside the 7-day window, so it shows Due soon.
On Vehicles, V-002's operating card expires on 30 October, 18 days away, so it shows Expiring; V-003's card expired on 30 September and shows Expired. V-003 and V-004 carry the same IMEI, so both show Duplicate IMEI. Summary shows 1 of 33 applicable items done, 1 overdue and 1 blocked, or 3% done.
Common Wasl data mistakes
- Registering a vehicle under the wrong activity or branch.
- Typing plate letters or the sequence number differently from the registration card.
- Linking an IMEI to the wrong plate, or the same IMEI to two vehicles.
- Treating a working Wasl connection as proof that the provider is qualified by TGA and registered with CST. These are separate checks.
- Letting operating cards lapse. TGA monitors trucks and international-transport and rental buses without a valid card automatically (TGA, 21 April 2024, third phase).
- Copying a requirement from another activity without checking it with TGA.
Limits and open questions
The checklist is a preparation aid. It does not replace TGA instructions or your tracking provider's integration guide. We could not confirm from a public official source the exact Wasl fields for each activity; whether and how vehicle rental, delivery apps, mail and parcels and bus activities link to Wasl; current device and sensor specifications; when a professional driver card is needed; or the current process for carriers with their own tracking systems. These rows are marked Check with TGA, and each item shows when it was last reviewed.
