Forklift Operator License and Training Register

One row per operator, contractors included: license or certificate and its expiry, medical certificate, latest training and passed evaluation, refresher triggers, ID card and the truck types each one may drive. The register works out who is authorized today, flags every reason someone is not, and counts authorized operators per truck type.

Who may drive which forklift, today

Operators are only one row each; the training log keeps the history. The register reads the latest training and passed evaluation from the log, so the operator's status updates when you log a course.

What is a forklift operator register?

A forklift operator register lists every person allowed to drive a forklift on a site, with the documents that allow it: a license or third-party certificate, training and practical evaluation, a medical certificate where required, and the truck types each person is trained on. It answers the question an inspector, insurer or client asks first after an incident: was the operator authorized to drive that truck that day?

What are the forklift license rules in Saudi Arabia and the UAE?

  • Saudi Arabia: the Heavy Equipment Regulation Center issues operator licenses under its Rules for Qualification and Licensing of Heavy Equipment Operators. The rules define heavy equipment as any fixed or mobile motorized equipment weighing more than one tonne. Applicants must be 18 to 60, hold a valid medical certificate, complete the required training and pass the Center's test. The license lasts three years, and renewal is requested no more than 60 days before it expires. Forklifts are not named in the rules, so confirm with the Center which of your trucks are covered.
  • UAE, Dubai: Dubai Municipality's guidelines for lifting equipment require forklift operators to be certified by a third party accredited by the Emirates International Accreditation Center (EIAC), with training institutes approved by KHDA. Its Safe Forklift Operations guideline adds: forklifts used only by authorized operators, third-party certified training and refresher training for all operators including temporary and outsourced staff, site induction for new workers and visitors, and keys kept under a key control system. A Dubai Municipality circular gives establishments until 1 January 2027 to apply its forklift measures, including accredited training.
  • OSHA (United States): 29 CFR 1910.178(l) requires training, a practical evaluation at least once every three years, refresher training after an accident or near miss, unsafe operation, a failed evaluation, a new truck type or a workplace change, and a record of the operator's name, the training and evaluation dates and the trainer or evaluator.

How to use the register

  1. Enter every operator, staff and contractors, with license or certificate, expiry and medical certificate.
  2. Log every course and evaluation in the training log with the result and the trainer or evaluator.
  3. Mark the truck types each operator was trained and evaluated on.
  4. Record refresher triggers the day they happen: an incident, near miss, unsafe operation, failed evaluation, new truck type or workplace change.
  5. Check the overall status before issuing or renewing an operator's key or ID card, and deactivate cards of operators who are not authorized.

How does the register decide who is authorized?

License status = Expired if expiry < as-of date; Due soon within the warning days Latest evaluation = latest Practical evaluation with result Pass in the training log Next evaluation = latest evaluation + interval (36 months) Refresher needed = trigger date later than the latest training and evaluation Authorized = license valid or due soon, medical not expired, evaluation not overdue, no refresher needed, card active

The 60 warning days follow the Saudi renewal window and the 36 months follow OSHA's three-year evaluation. Both are settings; change them if your authority or company sets other periods.

Worked example: five operators, one authorized

  • E-101 has a Saudi license expiring on 1 November 2026, inside the 60-day window: due soon. His last passed evaluation was on 14 September 2023, so the next was due on 14 September 2026: overdue. A near miss on 12 August 2026 came after his latest training, so a refresher is needed. Not authorized.
  • E-102 has a valid UAE certificate, an evaluation passed in February 2025 and an active card: authorized for reach trucks.
  • E-103 is fully trained, but his medical certificate expired on 30 September 2026: not authorized until it is renewed.
  • The dashboard shows reach trucks with one authorized operator and counterbalance trucks with none: the counterbalance trucks need an evaluation or refresher before they can run.

Common mistakes with operator records

  • Leaving out contractors and temporary staff. Dubai's guideline names them; an agency driver is still your site's operator.
  • Training with no evaluation. A course certificate shows attendance; the practical evaluation shows the person can drive that truck on your site.
  • One authorization for every truck. A counterbalance course does not cover a reach truck or a telehandler.
  • Keys anyone can take. Authorization means little if the key hangs on the truck; control keys or ID cards.
  • No refresher after an incident. Record the trigger the same day so the register holds the operator until retraining.

What the register does not do

The register tracks dates and flags. It does not issue licenses, train or evaluate operators, or confirm which rules apply to your site; license rules differ between countries and free zones. For the daily truck check, use the Forklift Daily Pre-Use Checklist; for driver documents of road vehicles, the Driver Document Expiry Tracker.

Turn the register into who can start each truck

With an iButton or RFID reader on each forklift, the Safee tracking device checks whether the operator's ID is authorized for that truck before it enables the engine, and records the truck's activity under that operator. When the card is removed, the device disables the engine and closes the link.

  • Operator ID by iButton (1-wire) or RFID reader, set per device.
  • Authorized IDs per truck loaded to the tracking units you select.
  • Activity by operator, with events and violations linked to the operator on the card.
  • Equipment Activity report with active time per unit.

Questions about forklift operator licenses and training

Want only authorized operators to start your forklifts? Talk to Safee.

Do you need a license to drive a forklift in Saudi Arabia?

The Heavy Equipment Regulation Center licenses heavy equipment operators, and its rules define heavy equipment as motorized equipment weighing more than one tonne. Forklifts are not named, so confirm with the Center which of your trucks the license covers.

How long is a Saudi heavy equipment operator license valid?

Three years under the Center's rules. Renewal is requested no more than 60 days before the license expires, which is why the register warns 60 days ahead by default.

Who certifies forklift operators in Dubai?

Dubai Municipality's lifting equipment guidelines require forklift operators to be certified by a third party accredited by the Emirates International Accreditation Center, and operator training institutes to be approved by KHDA.

How often should forklift operators be evaluated?

OSHA requires a performance evaluation at least once every three years, plus refresher training after an incident, near miss, unsafe operation, failed evaluation, new truck type or workplace change. Dubai Municipality's guideline requires refresher training without fixing an interval.

Does a counterbalance license cover a reach truck?

Treat each truck type separately. OSHA requires refresher training and evaluation when an operator is assigned to a different type of truck. The register has one column per type.

Are contractors and agency operators included?

Yes. Dubai Municipality's guideline requires training and refresher training for all operators, including temporary and outsourced staff.

Does the file work in Google Sheets?

Yes. Upload the .xlsx to Google Drive and open it there. It also works in Excel and LibreOffice Calc, with no macros.
