What's in the file

A financial model and a plan outline that use the same numbers

You enter the trucks, lanes, costs and funding once. The model turns them into monthly cash, annual results and break-even, and the Word outline gives you the sections a bank or investor expects.

  1. 01

    Assumptions

Trucks for each year and their prices, trailers, tracking, ramp-up, fuel, drivers, maintenance, tires, insurance, fees, tolls, overheads, payment terms, equity, financing and a Zakat provision.

  2. 02

    Lanes

Each lane with distance, empty return %, trips per month, rate per trip and truck-days, with revenue and km per month and a check that your trucks can cover the trips.

  3. 03

    Start-up and funding

Trucks, trailers, tracking devices, yard, licenses, driver recruitment, pre-opening salaries and a cash reserve, against equity and financing, with the surplus or gap.

  4. 04

    Monthly model and 3-year P&L

36 months of revenue, costs, depreciation, financing, collections and cash, with months below your minimum cash flagged. The P&L adds margins, revenue per truck and cost per km.

  5. 05

    Break-even and licensing

Break-even trips per month and the margin of safety for each year. A Saudi licensing checklist with 14 items, each with its source, checked-on date and a status.

  6. 06

    Word: business plan outline

Ten sections from the executive summary to the first 12 months, with guidance in each, tables for the figures, a risk table and a milestone plan.

What should a transport company business plan include?

A transport company business plan explains what you will carry, for whom and on which lanes, how many trucks and drivers you need, what it costs to start and run, how you will fund it, and when the business pays its way. For a bank or investor, the numbers matter most: start-up costs, monthly cash, profit for three years and break-even.

The ten sections of the Word outline follow that order: executive summary, company and owners, services and customers, market and competition, operations, licensing and compliance, organization, financial plan, risks, and the first 12 months.

What are the licensing requirements for a goods transport company in Saudi Arabia?

Goods transport companies are licensed by the Transport General Authority (TGA). The current Implementing Regulation for Heavy Cargo Transport Activities (Board resolution 1/6/TR/2025/4, published in Umm Al-Qura on 2 September 2025) sets these conditions for an establishment carrying goods for others:

  • Fleet: at least 10 single vehicles and/or tractors, registration type Public Transport, owned directly or through financial leasing (Art. 3(6)).
  • Social insurance: a valid social insurance certificate (Art. 3(3)).
  • TGA platform: the establishment is linked to the Authority's electronic platform (Art. 3(9)).
  • License: a restricted license for 60 days to complete the conditions, during which the activity may not start, then a license for 3 years, renewed within the 180 days before expiry with a valid Saudization certificate (Art. 5 and 6).

News reports and the previous regulation add operating cards for each truck, tracking devices connected to an approved tracking provider (Wasl), an electronic transport document (Bayan) for every shipment, a minimum safety kit, insurance, periodic inspection, and an operating age of up to 22 years allowed until 26 March 2027. The checklist in the Excel model lists each item with its source and marks it Verified or Check TGA. Requirements change, so check TGA's current requirement before you apply. This is not legal advice.

How to build your plan with the template

  1. Start with the lanes: enter each lane with its distance, empty return share, trips per month and rate. Check that the capacity result says your trucks can cover them.
  2. Enter the assumptions from real quotes: truck and trailer prices, insurance, driver cost, fuel price and consumption, maintenance and overheads.
  3. List the start-up costs and the funding, and close any gap before you go further.
  4. Read the monthly model: watch the months when cash falls below your minimum, usually at the start and when you buy more trucks.
  5. Check break-even: if planned trips are close to break-even, the plan has little room for a lost customer or a fuel price rise.
  6. Write the plan in the Word outline and copy the figures into its tables.

How does the financial model calculate cash and break-even?

Km per trip = one-way km × (1 + empty return %) Monthly trips = year-1 lane trips × trucks this year ÷ trucks in year 1 × ramp-up % Revenue = trips × rate per trip × freight rate changes Fuel = km × L/100 km ÷ 100 × price per litre Depreciation = vehicle cost × (1 − residual %) ÷ (useful life × 12) Collections = revenue of the month (payment months) earlier Cash = previous cash + collections + equity + loan − costs − vehicle purchases − interest − principal − Zakat Break-even trips = fixed costs per month ÷ (revenue per trip − variable cost per trip)

Variable costs are fuel, maintenance, tires and tolls; fixed costs are drivers, insurance, fees, tracking, overheads, depreciation and interest. The Zakat line is a planning simplification on profit, because Zakat is calculated on the Zakat base: ask your adviser. Amounts exclude VAT, which ZATCA sets at 15%.

Worked example: ten trucks on four lanes

The example is a start-up with ten trucks and trailers at SAR 420,000 each, running Dammam–Riyadh, Riyadh–Jeddah, Jeddah–Madinah and Dammam–Jubail, 200 trips a month at full activity. It needs SAR 5,206,000 to start, including a SAR 600,000 cash reserve, funded by SAR 2,500,000 of equity and SAR 3,500,000 of financing.

  • Year 1: revenue SAR 4,239,000 with a three-month ramp-up. One-off start-up costs of SAR 406,000 and the slow start give a net loss of SAR 351,918.
  • Break-even: 177 trips a month in year 1 against 180 planned on average, a margin of safety of only 2%. Losing one lane would put the business below break-even.
  • Cash: two more trucks bought in month 13 for SAR 840,000, while customers pay after 60 days, take cash to −SAR 188,541 in February 2028. The model flags it: finance the new trucks, delay them, or raise more equity.
  • Years 2 and 3: EBITDA margin of about 25% and net profit of SAR 661,147 and SAR 703,778.

All these figures come from example inputs. Your plan needs your own quotes, rates and contracts.

Common mistakes in transport business plans

  • Ignoring empty return trips. A truck that returns empty burns fuel and wears tires with no revenue.
  • Full activity from month one. Contracts, drivers and permits take time; plan a ramp-up.
  • Forgetting payment terms. Profit on paper can still leave you short of cash when customers pay in 60 or 90 days.
  • One driver per truck. Leave, rest and turnover need cover.
  • Licensing as an afterthought. The minimum fleet, tracking and transport documents affect the start date and the budget.
  • No break-even check. A plan close to break-even fails with one lost customer.

What the template does not do

The model is a planning tool with simple rules: costs are paid in their month, revenue is collected after a fixed delay, new trucks are bought at the start of a year, and VAT is left out. It is not a feasibility study, an audit or legal, tax or financial advice. Check licensing items with TGA and the figures with your accountant. To test a single trip, use the Truck Trip Cost Calculator; once you operate, track each load in the Load and Lane Profitability Workbook.

Related Safee solution

Start with tracking that is linked to Wasl

Safee is integrated with the Wasl platform. Your company's vehicles and drivers are registered in Wasl from Safee, and the system then sends each truck's status, location and weight data. The Wasl dashboard shows registered vehicles and drivers and the messages sent successfully or failed, so you can fix a gap before it becomes a problem.

  • Wasl registration of vehicles and drivers from the platform.
  • Wasl dashboard with successful and failed messages and registered vehicles.
  • Trip, fuel and driving reports to compare actual cost per km with your plan.
  • Weight monitoring for trucks that send load data.
FAQ

Questions about starting a transport company in Saudi Arabia

Planning a new fleet and need tracking linked to Wasl from day one? Talk to Safee.

How many trucks do I need for a goods transport license in Saudi Arabia?

The current implementing regulation for heavy cargo transport asks an establishment carrying goods for others for at least 10 single vehicles and/or tractors, registered as Public Transport, owned or on financial lease (Art. 3(6)). Check TGA's current requirement before you apply.

How much does it cost to start a transport company?

It depends on the number and type of trucks, whether you buy or lease, and how long customers take to pay. The model adds up your own quotes; the example with ten trucks needs about SAR 5.2 million including a cash reserve, but that is an example, not a benchmark.

How long is a TGA goods transport license valid?

Three years under Art. 5(2) of the current regulation. Renewal is requested within the 180 days before expiry, with a valid Saudization certificate (Art. 6).

Do trucks need tracking and Wasl?

News reports of the 2022 amendment describe tracking devices connected to a tracking provider approved by TGA, and the current regulation asks for a link to the Authority's platform. Confirm the current requirement with TGA; the checklist marks this item Check TGA.

Is this a feasibility study?

No. It is a business plan outline and a financial model. Some banks and investors ask for a full feasibility study by a consultant; this plan gives that study its base figures.

Does the model include VAT and Zakat?

Amounts exclude VAT. Zakat is a simple provision on profit for planning; the real Zakat is calculated on the Zakat base, so ask your adviser.

Do the files work in Google Sheets and Google Docs?

Yes. Upload the .xlsx and .docx files to Google Drive and open them there. They also work in Excel, Word and LibreOffice, with no macros.
