What is a forklift operator register?
A forklift operator register lists every person allowed to drive a forklift on a site, with the documents that allow it: a license or third-party certificate, training and practical evaluation, a medical certificate where required, and the truck types each person is trained on. It answers the question an inspector, insurer or client asks first after an incident: was the operator authorized to drive that truck that day?
What are the forklift license rules in Saudi Arabia and the UAE?
- Saudi Arabia: the Heavy Equipment Regulation Center issues operator licenses under its Rules for Qualification and Licensing of Heavy Equipment Operators. The rules define heavy equipment as any fixed or mobile motorized equipment weighing more than one tonne. Applicants must be 18 to 60, hold a valid medical certificate, complete the required training and pass the Center's test. The license lasts three years, and renewal is requested no more than 60 days before it expires. Forklifts are not named in the rules, so confirm with the Center which of your trucks are covered.
- UAE, Dubai: Dubai Municipality's guidelines for lifting equipment require forklift operators to be certified by a third party accredited by the Emirates International Accreditation Center (EIAC), with training institutes approved by KHDA. Its Safe Forklift Operations guideline adds: forklifts used only by authorized operators, third-party certified training and refresher training for all operators including temporary and outsourced staff, site induction for new workers and visitors, and keys kept under a key control system. A Dubai Municipality circular gives establishments until 1 January 2027 to apply its forklift measures, including accredited training.
- OSHA (United States): 29 CFR 1910.178(l) requires training, a practical evaluation at least once every three years, refresher training after an accident or near miss, unsafe operation, a failed evaluation, a new truck type or a workplace change, and a record of the operator's name, the training and evaluation dates and the trainer or evaluator.
How to use the register
- Enter every operator, staff and contractors, with license or certificate, expiry and medical certificate.
- Log every course and evaluation in the training log with the result and the trainer or evaluator.
- Mark the truck types each operator was trained and evaluated on.
- Record refresher triggers the day they happen: an incident, near miss, unsafe operation, failed evaluation, new truck type or workplace change.
- Check the overall status before issuing or renewing an operator's key or ID card, and deactivate cards of operators who are not authorized.
How does the register decide who is authorized?
The 60 warning days follow the Saudi renewal window and the 36 months follow OSHA's three-year evaluation. Both are settings; change them if your authority or company sets other periods.
Worked example: five operators, one authorized
- E-101 has a Saudi license expiring on 1 November 2026, inside the 60-day window: due soon. His last passed evaluation was on 14 September 2023, so the next was due on 14 September 2026: overdue. A near miss on 12 August 2026 came after his latest training, so a refresher is needed. Not authorized.
- E-102 has a valid UAE certificate, an evaluation passed in February 2025 and an active card: authorized for reach trucks.
- E-103 is fully trained, but his medical certificate expired on 30 September 2026: not authorized until it is renewed.
- The dashboard shows reach trucks with one authorized operator and counterbalance trucks with none: the counterbalance trucks need an evaluation or refresher before they can run.
Common mistakes with operator records
- Leaving out contractors and temporary staff. Dubai's guideline names them; an agency driver is still your site's operator.
- Training with no evaluation. A course certificate shows attendance; the practical evaluation shows the person can drive that truck on your site.
- One authorization for every truck. A counterbalance course does not cover a reach truck or a telehandler.
- Keys anyone can take. Authorization means little if the key hangs on the truck; control keys or ID cards.
- No refresher after an incident. Record the trigger the same day so the register holds the operator until retraining.
What the register does not do
The register tracks dates and flags. It does not issue licenses, train or evaluate operators, or confirm which rules apply to your site; license rules differ between countries and free zones. For the daily truck check, use the Forklift Daily Pre-Use Checklist; for driver documents of road vehicles, the Driver Document Expiry Tracker.
