What does a fuel tanker inspection checklist cover?

A tanker carrying fuel or other dangerous goods needs more than a standard pre-trip check. The documents must match the load, the plates and placards must show the right numbers, the tank must be closed and sealed, and loading and offloading carry their own risks, such as static electricity. This checklist puts those checks in the order they happen on a trip: before loading, at the loading point, before departure and at offloading.

Items marked [STOP] are the ones where a No should keep the tanker from loading or leaving until the fault is fixed and checked again: for example a leak, an expired driver card or a bonding cable not connected before the manlids open. Quantities such as the number and size of extinguishers are blanks you fill from your authority's, client's or company's rules.

Generic template, not legal advice. Rules for carrying dangerous goods differ by country, product and client, and they change. The items below show what we could confirm from public sources on 21 October 2026. Check the current requirement that applies to your trip before you rely on any item.

Dangerous goods transport in Saudi Arabia: what we confirmed

  • Hazardous-materials driver card: the Transport General Authority's implementing regulation for heavy goods transport (Umm Al-Qura, 2 September 2025) defines a "professional driver card for hazardous materials" issued by the Authority. The goods transport regulation on the Authority's website requires a valid card when carrying hazardous materials, valid for at most five years, carried in the truck.
  • Electronic transport document: the Authority applied the transport document to carriers of petroleum products and hazardous materials from 18 September 2022, through the Naql platform.
  • Saudi Road Code: its standards on hazardous materials, as reported in February 2025, call for special licenses for drivers, training in safe handling, detailed shipping documents, and special containers and warning signs.

We could not confirm a published Saudi list of vehicle equipment or placard dimensions for road tankers, so the checklist leaves those as items you set. Where a client or terminal applies ADR, the UN-ECE agreement on the carriage of dangerous goods by road, use its requirements.

How to use the tanker checklist and log

  1. Fill in the blanks once: extinguishers, PPE, speed limit and emergency numbers, from your authority's, client's and company's rules.
  2. Set up the log: products with UN numbers from your shipping documents, drivers, tankers and approved routes, and the accepted quantity difference.
  3. On each trip, the driver completes sections 1 to 6, the loading supervisor section 7, and the dispatcher or HSE officer signs the release.
  4. Log the trip with meter readings, seal numbers and the offloaded quantity, and mark whether the checklist was completed.
  5. Check the flags and the summary each week, and renew cards and inspections before they expire.

How the trip log flags are calculated

Loaded = meter end − meter start Difference = loaded − offloaded Difference % = difference ÷ loaded Flags = Seal broken (seals intact on arrival = No) | Difference over tolerance (|difference %| > tolerance, example 0.5%) | Driver card not valid (card expiry < loading date) | Checklist missing | Tracking mismatch | Over tank capacity | Not offloaded Card status = Expired | Due soon (≤ 30 days, example) | Valid | Missing

The tolerance, the warning days and the route review interval are values you set from your contract or procedure. They are not taken from a regulation.

Worked example: one trip, three flags

Trip T-1003 loaded gasoline with the meter going from 41,000 to 75,800: 34,800 liters. The station received 34,120 liters, a difference of 680 liters or 1.95%, above the example tolerance of 0.5%. The driver's hazardous-materials card expired on 31 August 2026, before the loading date of 7 October. And the dispatcher marked the tracking check as a mismatch, because the offloading location in the tracking report did not match the station. The trip shows three flags, and the summary counts each of them.

For long or remote trips, add a Journey Management Plan with call-in times, and keep every driver's other documents in the Driver Document Expiry Tracker.

  • Almuraba, 14 September 2022: electronic transport document for petroleum products and hazardous materials from 18 September 2022; and 27 February 2025: Saudi Road Code standards on hazardous materials.
  • Health and Safety Authority (Ireland), ADR quick reference guide: orange plates front and rear and placards on the sides and rear of a single-substance tank, documents on board, five-year driver certificate.
  • Dubai Municipality Technical Guideline No. 11, hazardous waste, version 3 (December 2021): RASID tracking (§3.4), placards (§6), accident notice within two hours (§9.4), spill kit and PPE (Annex 2), a dry chemical extinguisher of at least 10 kg for flammable and chemical waste (Annex 4).
  • California Code of Regulations, Title 8, §5619: bonding connected before dome covers are raised and kept until filling is complete.
  • List of UN numbers: UN 1202 diesel, UN 1203 gasoline, UN 1223 kerosene, all class 3 (examples in the Excel log).

What the checklist does not do

It does not certify a vehicle, a driver or a route, and it does not claim compliance with ADR or any authority or client standard. It is a working record that helps you check the same things on every trip. Dubai's guideline covers hazardous waste, and the California rule is a US regulation: both are quoted as examples of practice, not as rules that apply to your trip.

See where and how much each tanker offloads

The log can only flag what someone writes down. Safee's fuel and liquid modules record offloading from sensors on the tanker and tell you when it happens in the wrong place.

  • Fuel Distribution report: each offloading operation with time, duration, quantity and location, from a pulse-counter sensor.
  • Restricted Fuel Offloading alarm inside or outside the geofences you choose, above a threshold you set.
  • Liquid Transportation: fill and empty alarms inside or outside geofences.
  • Path alarms: leaving the approved path, speeding on it, and stops outside geofences.
FAQ

Questions about fuel tanker and dangerous goods checks

Want offloading alarms for your tankers? Talk to Safee.

What should a fuel tanker pre-trip inspection include?

In this checklist: documents that match the load, plates and placards, leaks, manlids and valves, hoses and bonding cable, brakes, tires and lights, tracking, extinguishers, spill kit and PPE, then loading, route and offloading checks with signatures.

Do drivers in Saudi Arabia need a card to carry hazardous materials?

Yes. The Transport General Authority's regulations define a hazardous-materials driver card issued by the Authority, and the goods transport regulation requires a valid card when carrying hazardous materials. Check the current conditions with the Authority.

Why connect the bonding cable before opening the manlids?

Bonding is a static protection step. California's rule for loading tank vehicles, quoted in the checklist, requires the bond to be connected before dome covers are raised and kept until filling is complete. Follow your loading terminal's procedure.

How many fire extinguishers does a fuel tanker need?

It depends on your authority, your client and the rules you apply. ADR sets amounts by vehicle mass where it applies, and Dubai's hazardous-waste guideline asks for at least 10 kg of dry chemical for flammable waste. The checklist leaves the number and size for you to fill.

What does the difference column in the log show?

Loaded minus offloaded liters, and the same as a percentage of the load. A difference above the tolerance you set, a broken seal or a tracking mismatch is flagged for the supervisor to review.

Is the checklist approved by an authority?

No. It is a generic working template from Safee. It does not claim compliance with ADR or with any authority or client standard, and you should check the current requirement for your trip.

Next step

Know where every liter was offloaded

Compare the log with offloading operations recorded on the tanker itself, and get an alarm when it offloads outside the approved site. Ask Safee for a demo of fuel distribution and offloading alarms.
