What is Asateel, and who must register?
Asateel is the online platform of the Abu Dhabi Integrated Transport Centre (ITC), now presented as Abu Dhabi Mobility, for commercial transport. Companies register on it first, then apply for company operation permits, vehicle permits and driver permits. ITC states that permits are only available for vehicles with a functioning tracking device. Asateel also covers passenger bus and school bus transport; this checklist covers freight only.
The rules come from the Regulation of Transport of Goods in the Emirate of Abu Dhabi, issued by Resolution No. (74) of 2021 of the Chairman of the Department of Municipalities and Transport. ITC announced in April 2022 that it was applying the regulation to heavy and light goods vehicles, operating companies, drivers and vehicle owners, with a six-month grace period that ended on 5 October 2022.

What do freight carriers need for Asateel?
| Area | Requirement (as of October 2026) | Source |
|---|---|---|
| Operator permit | Valid business license, signed Centre form and approved tracking devices in every vehicle. Valid one year, void two months after expiry, renewed only after fees and fines are paid. | Res. 74/2021, Art. 5 and 7 |
| Tracking device | Approved device in every vehicle, linked to the system the Centre specifies. ITC publishes approved suppliers and models (status 21/04/2026). | Art. 4 and 5; ITC device list |
| Vehicles | Registered in Abu Dhabi, or authorized for 1, 3, 6 or 12 months if registered elsewhere. Centre NOC before registration changes. Emirati specifications, load and dimension limits. | Art. 4, 8, 9 and 11 |
| Drivers | Centre permit, license for the vehicle type, training, minimum age 18 (light) or 20 (heavy), good conduct certificate for residents, traffic points report, medical report every two years, Arabic or English. Permit valid two years. | Art. 6 and 7 |
| Records | Maintenance and daily inspection records kept three years; driving and rest hours, vehicle locations and times. | Art. 4 |
How to use the Asateel checklist
- Mark what applies on Checklist, for example set vehicle-owner rows to No if you lease every vehicle.
- Assign owners and dates to every applicable row, then update Status as work moves on.
- Fill the registers: one row per vehicle or trailer on Fleet and one per driver on Drivers.
- Check progress on Summary each week: overdue, blocked and due-soon items by area.
- Re-check the sources and update Last reviewed each time you confirm an item.
How the checklist flags are calculated
The minimum ages and the 24-month medical interval come from Resolution 74/2021, Art. 6, and sit on the Settings sheet so you can update them if ITC changes them. The 7-day, 30-day and 24-hour values are internal defaults, not ITC rules.
Worked example: permits and drivers
On 12 October 2026 item 4, the operator permit renewal, was due on 1 October and is still in progress: 11 days overdue. On Drivers, Driver B was born on 10 February 2007, is 19 and is assigned to heavy vehicles: below the default minimum of 20, so Age check shows Under age.
Driver C's last medical report is dated 1 September 2024. Twenty-four months later is 1 September 2026, already past, so the medical flag shows Overdue. On Fleet, T-03 is registered in Sharjah and its out-of-emirate authorization expired on 30 September 2026, so it shows Expired.
Common Asateel preparation mistakes
- Applying for vehicle permits before a working approved device is installed. Permits are only issued for vehicles with a functioning device.
- Buying a device model that is not on the ITC approved list.
- Letting the operator permit lapse. It becomes void two months after expiry.
- Leaving fines unpaid until renewal. Permits are not renewed until fines are paid.
- Switching a device off or leaving it unlinked. The 2021 regulation lists AED 4,000 for operating without GPS or not linking it; verify the current amount.
- Forgetting to return a driver's permit when the driver leaves.
Limits and open questions
The checklist is a preparation aid and does not replace ITC instructions. It covers freight only. We could not confirm from a public official source the validity of vehicle permits, the fees, the exact data fields Asateel asks for, the current process for registering in the occupational safety and health system, or whether the penalty amounts in the 2021 schedule are still current. These rows are marked Check with ITC, and each item shows when it was last reviewed.
