What's in the file

A written fatigue plan and a workbook that checks rosters

Fill in and approve the plan, then use the workbook every week: check the roster before it goes out, log the pre-shift checks and follow every fatigue event to a closed action.

  1. 01

    Plan: scope, limits and roles

Who and which operations the plan covers, a table of legal and client limits with the source and the date you checked it, and who is responsible for rosters, checks and events.

  2. 02

Plan: roster rules and fitness for duty

Company limits for shift length, driving, breaks, rest, work days and night shifts, then the pre-shift questions and the supervisor's decision options.

  3. 03

Plan: adjustments, warning signs and monitoring

Changes for night shifts, Ramadan and summer heat, journey planning and rest stops, the warning signs a driver acts on, and the alarms and reports you review.

  4. 04

Plan: response, training, review and appendices

What happens for each kind of fatigue event, training by role, medical referral, KPIs, approval, a pre-shift fitness declaration and a fatigue event report.

  5. 05

    Excel: settings and roster check

Eleven limits, each with its source and checked-on date. One row per shift gives shift length, rest since the previous shift, work days and driving in the last 7 days, night hours and flags.

  6. 06

    Excel: fit-for-duty, events and summary

A pre-shift log that suggests a referral from the sleep answers, a fatigue event log with status and days open, and a monthly summary by flag, source and driver with two charts.

What is a driver fatigue management plan?

A fatigue management plan is the written set of rules a company uses to keep tired drivers off the road. It covers the limits on driving and work, the rest between shifts, how fitness is checked before a shift, how fatigue is detected during the trip, and what happens after a fatigue event.

A driving hours log records what happened. This plan works before the trip: it stops a roster that breaks the limits from going out, and gives the supervisor a clear way to stand down a driver who is not fit to drive.

Which driving and rest limits go in the plan?

Section 2 is a table where you write the limits that apply to your activity, with the source and the date you checked it. Your company limits in section 4 then sit at or below the strictest of them. The workbook's Settings sheet carries example values with their sources:

LimitExampleSource of the example
Driving per day9 hTGA limits as reported in the Saudi press
Continuous driving, then break4.5 h, then 45 minTGA limits as reported in the Saudi press
Rest between shifts11 hTGA limits as reported in the Saudi press

Sources: Al Bilad, 23 March 2025; Argaam, 31 January 2023; Al Yaum, 17 July 2018; Royal Aeronautical Society Human Factors Group, fatigue paper (2012). The Saudi goods transport regulation describes the TGA electronic platform as monitoring drivers' driving and rest periods (Art. 1(44)), and Abu Dhabi Resolution No. 74 of 2021 (Art. 4(7)) requires carriers to keep records of drivers' working, driving and rest hours. Rules differ by activity and change, so check your authority's and your client's current requirement.

How to use the fatigue management plan

  1. Fill in sections 1 to 4: scope, the limits that apply to you, who is responsible, and your roster rules.
  2. Agree the pre-shift check and the event response with supervisors and your HSE lead, then approve the plan.
  3. Brief drivers on the warning signs, the right to stop and how to report, and give each one the pre-shift declaration.
  4. Check every roster in the workbook before you publish it, and change any flagged shift.
  5. Log the pre-shift checks and every fatigue event, and close each corrective action.
  6. Review the monthly summary, starting with drivers who have two or more items.

How does the workbook check a roster?

Each shift is one row with the start and end as date and time. The workbook compares every row with the limits on Settings, so any change you make there flows through.

Shift length = (shift end − shift start) × 24 Rest before shift = this start − end of the same driver's previous shift Work days in 7 = the driver's shifts in the 7 days ending on this date Driving in 7 days = planned driving in the same 7 days Night hours = shift hours inside the night window Flag if: shift > 12 h · driving > 9 h · rest < 11 h work days > 6 · driving in 7 days > 56 h Fit-for-duty: refer if sleep in 24 h < 5 h, sleep in 48 h < 12 h, hours awake > sleep in 48 h, feels very tired, or medication

The roster check counts one row per shift, so two shifts on the same day count as two work days. Continuous driving and breaks are not checked from the roster; they belong in the trip plan and in your tracking system's alarms.

Worked example: a roster that looks normal

R. Kumar drives the day shift from Sunday 4 October, 06:00 to 16:00, every day. On Saturday 10 October the roster shows his seventh shift in seven days: Too many work days.

  • Sunday 11 October: his shift moves to 08:00 to 19:30. Shift length 11.5 hours, still within 12.
  • Monday 12 October: an early job is added at 05:00 to 17:30. Rest since 19:30 is 9.5 hours, below 11, and the shift is 12.5 hours, over 12. Planned driving is 9.5 hours, over 9.
  • Fit-for-duty that morning: he slept 6 hours in the last 24 and 13 in the last 48, so the log suggests Fit to start. The roster, not his sleep, is the problem.
  • Fatigue event: at 16:50 he reports drowsiness. The cause is recorded as the roster, and the corrective action is one rest day in every 6 days.

Checked before publishing, the roster would have shown four flags on that Monday, and the early job could have gone to another driver.

Common mistakes in fatigue management

  • Treating hours as the whole plan. A driver within every limit can still be unfit after a bad night. The pre-shift check catches that.
  • Adding jobs after the roster is checked. Recheck the roster whenever a shift changes.
  • Punishing self-reports. Drivers stop reporting, and fatigue stays hidden until an incident.
  • Relying on coffee and air conditioning. They do not remove fatigue. Only sleep does.
  • Copying limits without a source. Write where each limit comes from and when you checked it.

What the plan does not do

The plan and workbook are planning and follow-up tools. They are not legal advice, and the fitness check is not a medical assessment: health concerns go to an occupational health provider. The workbook does not check extended driving days, split breaks or continuous driving within a shift. For a quick check of one driver's schedule use the Driving and Rest Hours Checker, and to record actual hours use the Daily Driving and Rest Hours Log.

Questions about the driver fatigue management plan

Want continuous-driving alarms set to your plan's limits? Talk to Safee.

What should a fatigue management plan include?

Scope, the legal and client limits with sources, roles, roster rules, a fitness-for-duty check, adjustments for night shifts, Ramadan and summer, journey planning, warning signs, monitoring, the response to fatigue events, training, medical referral, KPIs and approval. This template has all of them, plus a pre-shift declaration and an event report.

What are the driving and rest limits for truck drivers in Saudi Arabia?

As reported in the Saudi press for the Transport General Authority: up to 9 hours of driving a day, a 45-minute break after 4.5 hours, 11 hours of daily rest and 56 hours of driving a week. Limits differ by activity and can change, so check the current TGA requirement before you set yours.

How does the fitness-for-duty check work?

Before the shift the driver gives hours slept in the last 24 and 48 hours, hours awake, how they feel and any medication that affects alertness. The log suggests a referral when an answer passes the limits on Settings, and the supervisor decides: fit, fit with conditions, or not fit.

Where do the sleep limits come from?

The example values, 5 hours of sleep in the last 24 hours and 12 hours in the last 48, come from the prior sleep-wake model by Prof. Drew Dawson, as summarized by the Royal Aeronautical Society Human Factors Group. You may set higher values.

Does the plan replace a driving hours log?

No. The plan sets the rules and checks rosters before they go out. The Daily Driving and Rest Hours Log records what each driver actually did. Use both, or use tracking data in place of the log.

Can I use the plan for contractors' drivers?

Yes. Tick Contractors in the scope, add the client's limits in section 2, and ask the contractor to use the same pre-shift check and event report.

Does the template work in Google Docs and Google Sheets?

Yes. Upload the .docx and .xlsx files to Google Drive and open them there. They also work in Word, Excel and LibreOffice, with no macros.
