What should a driver onboarding checklist include?
A driver onboarding checklist covers two things: the documents you check before the driver starts, and the induction you give before the first trip. Pre-hire documents usually include the driving license for the right vehicle class, a professional driver card or permit where the activity needs one, ID or residence, a medical fitness certificate, police clearance, the traffic record and a road test. Induction covers your driver policy, vehicle checks, defensive driving, local conditions, fatigue, incident reporting and how telematics is used.
Onboarding is only the start. The same documents expire, so this driver onboarding and compliance template keeps one register for the whole time the driver works for you and flags each date before it lapses.
Which driver documents to track in Saudi Arabia, the UAE and Oman
Rules depend on the country, the emirate, the transport activity and the vehicle. The table lists what official sources show as of October 2026. Verify current requirements with the authority before you rely on them.
| Document | Authority | Where it sits in the template |
|---|---|---|
| Driving license | KSA: General Department of Traffic (Muroor). UAE: the emirate's licensing authority. Oman: Royal Oman Police | Driver register: class, expiry and status |
| Professional driver card | KSA: Transport General Authority (TGA) | Card / permit columns, with a required yes or no |
| Driver permit | Dubai: RTA. Abu Dhabi: Integrated Transport Centre (ITC) | Same card / permit columns |
| Medical fitness, police clearance, residence | Your policy, client contract or the issuing authority | Medical, clearance and residence columns |
Saudi Arabia. In April 2026 the TGA board amended the compliance timeline for several land transport activities, including heavy goods transport and specialized transport, as published in Umm Al-Qura. Under these decisions, passing a professional competence test becomes a condition for the professional driver card. For a driver with a valid card, the requirement starts when that card expires, once the TGA launches the related professional qualification program. For a driver with no card or an expired card, it starts when the program launches. The decisions set no calendar date, so the template lets you log the competence test as a course on the Training log.
UAE. In Dubai, the RTA issues digital permits to passenger transport drivers such as taxi, limousine, school bus and bus drivers, applied for by the employing company. In Abu Dhabi, companies apply for freight vehicle and passenger bus driver permits through the ITC Asateel platform.
Oman. The Royal Oman Police license renewal service requires an eye test at an approved center and no outstanding fines, and heavy and equipment licenses also need professional compliance. In October 2026 the Oman Observer reported that the ROP formed a committee to review heavy vehicle licensing requirements, so check for changes.
How to use the driver onboarding template
- Set up Settings: country, currency, reminder window, medical validity, onboarding days, pass mark and your national driver target.
- Enter every driver once on Driver register with a unique Driver ID, then type the expiry dates.
- Add each new driver to Onboarding checklist and type the date as each document and induction topic is done, or N/A.
- Log every course on Training log with the score and expiry date.
- Review the Dashboard weekly and renew anything Expiring before it becomes Overdue.
How are expiry status and onboarding progress calculated?
Worked example as of 13 October 2026 with a 30-day window: Ahmed's professional driver card expires on 5 November 2026, 23 days away, so it shows Expiring. Ravi's medical was on 1 February 2024; with a 24-month validity it was due on 1 February 2026 and is 254 days overdue. Ahmed has 15 of 17 onboarding items dated, so he is 88% complete. The overall status takes the most urgent result: Action now, then Incomplete, then Renew soon, then OK.
What to cover in driver induction training
- Driver policy: vehicle use, fuel cards, phones, seat belts, fines, and the driver's signature.
- Vehicle inspection: the daily pre-trip check and how to report a defect.
- Defensive driving: following distance, speed, heavy-vehicle blind spots and reversing.
- Heat, sandstorm and Ramadan driving: water and rest, low visibility, fatigue while fasting and the pre-iftar rush.
- Fatigue and driving hours: the limits for your activity and the right to stop when tired.
- Incident reporting: what to do at the scene, who to call and when to report.
- Telematics and speed alerts: what the device records, which alerts fire and how coaching follows.
How to track the national driver ratio for Saudization, Emiratisation and Omanisation
Nitaqat in Saudi Arabia, Emiratisation in the UAE and Omanisation in Oman each have their own rules, bands and counting methods. The template does not reproduce them. It counts active national and expatriate drivers and compares the ratio with a target you type, so you can plan hiring.
With 4 active drivers, 2 of them nationals, and an example target of 60%, the ratio is 50%. You would need 1 more national driver in place of an expatriate, or 1 additional national hire if you grow the team.
Common driver compliance mistakes
- Checking documents at hiring and never again: most problems appear at renewal.
- Leaving a date blank instead of N/A, which hides whether the document is missing or not needed.
- Treating the medical validity or onboarding days in Settings as legal limits. They are your company defaults.
- Reusing a Driver ID, which breaks the lookups. The register blocks duplicates.
- Counting drivers who have left. Set Employment to Left so they drop out of the counts.
Limits of a spreadsheet compliance pack
The workbook only knows the dates you type. It does not check documents against government systems or send reminders, and the national ratio counts drivers only, not your whole workforce under the official program. Requirements change, so verify current rules with the TGA, Muroor, RTA, ITC or the Royal Oman Police. This template is a tracking aid, not legal advice.
