Fleet Management RFP Builder

Choose what your fleet software must do, should do and could do. The builder turns your choices into a requirement list with the evidence to ask each vendor for, a quote scope that keeps every cost visible, and a scoring sheet so the decision rests on agreed weights rather than the best demo.

How this is calculated
must have = a vendor that cannot show it is out should have = scored, and a gap needs a plan nice to have = scored lightly pilot size = 5% of the fleet, at least 3 and at most 20 vehicles

What is a fleet management RFP builder?

A request for proposal (RFP) for fleet management or GPS tracking software tells vendors what you need, how you will judge their answers and what their quote must include. This builder helps you write one in three steps: choose requirements by priority and get the evidence to ask each vendor for, define the quote scope so every cost is priced separately, and set up a weighted scoring sheet to compare up to three vendors.

It is vendor-neutral and contains no prices. Use it to build your own tender document, then download the scope as a report.

Why does a structured fleet management RFP help?

  • Vendors answer the same questions. Without a structure, each proposal highlights different strengths and comparisons become guesswork.
  • Evidence beats claims. Asking vendors to show a function on your data, or in a pilot, separates what works today from what is on a roadmap.
  • Hidden costs surface early. Installation, sensors, SIM plans, integrations and support are often priced outside the headline license.
  • Agreed weights reduce bias. Setting weights before demos keeps the decision on what matters to your operation.

How the RFP builder works

Requirements

For each of 13 areas you choose must have, should have, nice to have or not needed. Must-haves are pass or fail: a vendor that cannot show them is out. Should-haves and nice-to-haves are scored. For every selected area, the builder lists what to ask vendors to prove, such as a demonstration on your data or a sample report.

Pilot size = 5% of the fleet, at least 3 and at most 20 vehicles

Quote scope

From the number of devices, sites, sensors, users, trainees and integrations, the builder lists the line items every quote should price separately, so you can compare like with like.

Weighted scoring

Weighted score = Σ (Weight × Score) ÷ Σ Weights Scores run from 1 (poor) to 5 (excellent); weights are scaled to 100 if they do not add up

Worked example: a 120-vehicle fleet

  • A fleet of 120 vehicles marks live tracking, reports, driver identification and data security as must-have, five areas as should-have and geofences as nice-to-have: 10 areas in the RFP. The suggested pilot is 6 vehicles.
  • The quote scope covers 120 devices, installation at 3 sites over 6 weeks (about 20 vehicles a week), 20 fuel sensors, CANbus connection, SIM and data, licenses, 8 users, training for 15 people, one integration, extended-hours support and a 3-year term: 11 line items.
  • Weights are functionality 30%, ease of use 15%, integration 15%, support 15%, cost 15% and security 10%. Vendor A scores 3.85, vendor B 3.70 and vendor C 3.45 out of 5. A and B are within 0.25, so a pilot should decide between them.

How to read your RFP results

  • The requirement list is the core of the RFP. Copy the evidence lines into your tender as questions.
  • Many must-haves narrow the field quickly. If more than about 60% of areas are must-have, check whether each one really is a reason to reject a vendor.
  • The quote line items are the minimum each vendor should price. Ask for one-off and recurring costs to be shown separately.
  • A close score means the weights cannot separate the vendors. Use a pilot on your own vehicles to decide.

Common mistakes in fleet management RFPs

  • Copying a feature list. Requirements should describe your problems; let vendors show how they solve them.
  • Making everything must-have. It hides what really matters and rules out good options for minor gaps.
  • Accepting screenshots as proof. Ask for a live demo on scenarios from your operation, or a pilot.
  • Comparing license prices only. Installation, sensors, data plans, integrations and support can change the total a lot.
  • Setting weights after the demos. Agree weights first so the scoring reflects your priorities.

Assumptions and limits

The builder gives a structure, not legal or procurement advice. The requirement areas are common to fleet software; your organization may need others, such as specific compliance rules. The pilot size is a starting point. Scores are only as good as the evidence behind them, so record why each score was given.

What should a fleet management RFP template include?

Your fleet and its vehicle types, the problems you want to solve, requirements by priority, what vendors must demonstrate, the quote line items, integration and security requirements, the evaluation criteria and weights, and the timeline.

How many requirements should be must-have?

Only those you would reject a vendor for. If more than about 60% of areas are must-have, the list probably mixes needs with preferences.

How do I compare GPS tracking vendors fairly?

Agree weighted criteria before the demos, ask every vendor for the same evidence, score each criterion from 1 to 5 with a short reason, and run a pilot when scores are close.

What costs should a telematics quote show?

Devices, installation, sensors, CANbus connection, SIM and data plans, software licenses, user accounts, training, integrations, support and contract terms, with one-off and recurring costs shown separately.

How big should a fleet tracking pilot be?

Large enough to cover each main vehicle type and use case, and small enough to run in a few weeks. This builder suggests 5% of the fleet, at least 3 and at most 20 vehicles.

Should cost be a scoring criterion?

Usually yes, but weighted alongside functionality, support and security. Compare total cost over the contract term, not the monthly license alone.

Does this builder include prices?

No. It is vendor-neutral and helps you list what vendors should price; the prices come from their quotes.

Can I send my RFP to Safee?

Yes. Download the scope document and contact Safee; we will answer each requirement and quote line item.
