What is a school bus student manifest?
A school bus student manifest is the list of students who should ride a given bus on a given run, with each student's stop, time and guardian. The attendant carries it during the run, ticks each student on and off, and after the run signs that the bus was checked and found empty.
The manifest answers three questions at any moment: who is on the bus now, who did not come today, and who each student was handed to after school. That is why the transport supervisor and the school office need it whenever a parent calls.
How to use the school bus manifest step by step
- Enter the buses and crew on the Buses sheet: number, plate, passenger seats, route, driver and attendant. To estimate how many buses you need in the first place, use the School Bus Route Planner.
- Enter the students on the Students sheet, with each student's bus and the order of their stop on the run. Do not delete a student who stops using the bus; set Status to Stopped, so they leave the manifest but stay on record.
- Print the daily manifest: choose the bus and the run, and the manifest fills with its students sorted by stop. Print one manifest per bus per run.
- Record on and off: the attendant ticks ✓ when each student gets on and when they get off, and ✓ under Absent for a student who did not come.
- Check the bus is empty and sign: after the last drop-off the attendant walks to the back of the bus, then the attendant and driver sign the check box with name and time.
- Copy the result to the check log and follow up the same day on any row showing Check not recorded or Count mismatch.
Before the first run each day, inspect the bus itself with the School Bus Inspection Checklist.
Why check the bus is empty after every run?
A young child can fall asleep on a back seat or slip below it, out of the driver's view. The check that prevents this is simple: the attendant walks the aisle to the back of the bus and looks at and under every seat before the bus is locked and parked.
The manifest turns this check into a written step instead of a habit left to memory. The check box needs two names, two signatures and a time, and the log flags any run with no recorded check. The manifest also compares students off with students on, and shows a warning before the bus is locked if they differ. The printed manifest has a space for the transport supervisor's number, so the attendant can call at once if a student is missing.
How is the afternoon hand-over recorded?
On the afternoon run each student is handed to their guardian or an authorized person. The roster keeps an Authorized to collect column for each student, and the guardian's name and number appear on the manifest. If someone other than the registered guardian collects the student, the attendant writes their name under Handed to.
If a guardian asks for a drop-off at a different stop, the attendant confirms with the transport supervisor first and writes it in Notes. The age at which a student may get off alone, and who may collect, are set by the school's policy.
How does the Excel file work?
All green columns are formulas, so do not type in them. Every rule is also shown on the How to use sheet:
| Column | How it is calculated |
|---|---|
| Active students | Rows for the bus on the Students sheet with Status Active. |
| Occupancy | Active students ÷ passenger seats. A warning shows when students exceed seats. |
| Manifest order | By stop order, then by row order on the Students sheet. A student with no stop order comes last. |
| Time at stop | The pick-up time on the morning run, and the drop-off time on the afternoon run. |
| Manifest warning | Shows when students off differ from students on. |
| Absent in the check log | Students on manifest − boarded. |
| Status in the check log | Check not recorded if the check is not Yes; otherwise Count mismatch if boarded differs from got off; otherwise Complete. |
Worked example: bus B-01 on one day
The example file has 9 students registered on bus B-01, one of them Stopped, so the manifest lists 8 students at 5 stops. The bus has 40 passenger seats, so occupancy is 20%. The check log for 18 October 2026 has four rows:
- B-01 morning: 7 on, 7 off, bus checked. Absent = 8 − 7 = 1, status Complete.
- B-02 morning: 4 on, 4 off, bus checked. Status Complete.
- B-01 afternoon: 8 on, 8 off, but the check box was not signed. Status Check not recorded, so the supervisor calls the attendant the same day.
- B-02 afternoon: 4 on, 3 off. Status Count mismatch. The note explains why: a student got off at another stop at her guardian's request and was not ticked off, and the supervisor confirmed by phone.
How to protect student data on the manifest
The manifest holds children's names and their guardians' phone numbers, so treat it as a confidential document:
- Keep only what the attendant needs to do the job. Write health details only when needed to act on the bus, and with the guardian's consent.
- Give each driver and attendant only their own bus's manifest, not the whole file.
- Keep the Excel file password-protected, and collect printed manifests after the run and keep them locked away.
- Destroy or archive old manifests under the school's policy, and check the personal data protection requirements that apply to you.
Common mistakes with school bus manifests
- Ticking before the student boards. A pre-ticked manifest says a student is on the bus when they are not. Tick only at the moment of boarding.
- An out-of-date roster. A student who moved to another bus without a roster update shows as absent on the old bus and is missing from the new one. Update the roster at every change.
- Signing the check without walking the bus. Looking from the door is not enough. Walk to the back and look under the seats.
- Ignoring a count difference. A student off without a tick may be a manifest error, or a child who did not get home. Check every difference the same day.
- Sending the whole file to every driver. Each driver and attendant needs only their own bus's manifest.
- Not recording a near miss. If a student was almost left on the bus and then found, record it on the Near-Miss Report Form so the cause gets fixed.
What are the limits of this template?
The manifest is a paper and spreadsheet tool; it does not know by itself who boarded. It depends on the attendant recording every boarding and drop-off. The daily manifest shows up to 50 students per bus, and the file holds 600 students and 40 buses. The number of attendants on a bus, the ride-time limit, the hand-over procedure and how long manifests are kept are set by the school and the competent authority, so check their current requirements and adapt the template to them.
