What is the Balady waste hauler pack for?
Waste transport companies that work inside Saudi municipalities register on Balady through the Waste Transporters Qualification service, then enter operational plans for their contracts. The Amanah reviews what you upload, and the Madinati platform follows your vehicles through their tracking devices. This pack is the working file behind that: one place for the documents, vehicles, drivers, runs and checks you need ready before you submit and before an Amanah visit.
It is a preparation aid, not legal advice and not an official Balady or MOMAH form. Requirements differ between Amanahs and change over time, so confirm them on the current service pages and with your Amanah.
What does Balady ask waste transporters for?
As of October 2026, the official service pages and Saudi Press Agency reports say the following. The workbook links each item on the Compliance sheet.
| Source | What it says |
|---|---|
| MOMAH / Balady: Waste Transporters Qualification (page updated 15/04/2026) | Register your staff, vehicles and containers and upload attachments. The Amanah reviews and approves, and the registration certificate is issued electronically. Free; 1 to 3 days. |
| Balady: Operational Plans service | You need active waste management contracts. A contract can be in two plans only if there is no time conflict. |
| Saudi Press Agency (Jeddah, 22 January 2024) | Madinati links operational plans to equipment and drivers and works with tracking providers to follow transporters' vehicles. |
| Saudi Press Agency (Makkah, 5 December 2024) | Qualified transporters' vehicles are tracked along their routes to the designated landfills. |
| Waste Management Law (2021), Article 4 | No waste management activity, including transport, without a license or permit from the National Center for Waste Management (MWAN). |
Not confirmed from official sources: the exact attachment list per Amanah, the list of accepted tracking providers, the full fields of an operational plan, and whether your waste types also need an MWAN collection-and-transport license. These are listed as open questions in the file.
How to use the waste hauler pack
- Set the window and disposal sites on Settings: due-soon days (default 30), review interval (default 90) and the sites your Amanah designates.
- Fill the Documents sheet with numbers, dates and where each file is saved.
- Register every vehicle with expiry dates, the tracking device, provider and platform link.
- Register drivers and crew with ID or Iqama and license expiry dates.
- Build the operating plan, one row per run, and clear every overlap flag.
- Work the Compliance sheet: give each item an owner, re-check the official source and read the Summary before you submit.
How the status flags work
Today is the TODAY() date unless you type a test date on Settings. The overlap check exists because Balady does not accept a contract in two plans with a time conflict; the same logic catches a truck booked on two runs at once.
Worked example: three trucks, three runs
On 12 October 2026, with a 30-day window:
- DEF 5678 has a tracking device, but the platform link is still Pending, so it is Not ready even though its earliest expiry (30 October) is 18 days away.
- GHI 9012 has no device and its periodic inspection expired on 28 September: Not ready on two counts.
- The Balady registration certificate expires on 5 November, 24 days away, so it shows Due soon.
- Runs R-01 and R-03 both use ABC 1234 from Sunday to Thursday, 05:00–09:00 and 08:00–11:00. The hour from 08:00 to 09:00 overlaps, so both rows show Check overlap. R-01 runs 2 trips of 38 km, so 76 km a day.
The Summary shows 2 vehicles not ready, 2 without an active tracking link and 2 runs to re-plan, before anything goes to the Amanah.
Common mistakes before registration
- Device fitted, not linked. A tracker in the truck is not enough if the platform does not receive its data. Check the link, not just the hardware.
- One truck on two runs. Plans built per contract hide clashes between contracts. Plan by vehicle as well.
- Disposal sites typed freely. Keep the sites your Amanah designates in the Settings list so every run uses one of them.
- No owner per requirement. Items without a name do not get renewed.
- Old rules. Service pages change. Record when you last checked each source and re-check it on schedule.
Limits of the pack
The file does not submit anything to Balady, check documents for you or confirm what your Amanah requires. Status flags only reflect the dates and answers you type. Tracking status is what you record on the day you check, not live data.
