What is a fleet management software RFP?

A request for proposal (RFP) for fleet management software is the document you send to tracking and fleet software vendors so they can answer the same questions and price the same scope. It describes your fleet and your problems, lists what the system must do, sets out how proposals will be scored, and explains how and when to reply.

This fleet management software RFP template in Word gives you every section ready to edit. You add your details in the [square brackets], set a priority for each requirement, and delete what does not apply.

How to use the fleet RFP template

  1. Describe your fleet first. The fleet profile table drives device choice, CANbus support and installation time.
  2. Tick the problems you want to solve in section 1.3. They tell you which requirements are must-have.
  3. Set a priority for every requirement: M for must have, S for should have, N for nice to have. Delete rows you do not need.
  4. Agree the weights in section 8 with operations, IT, finance and procurement before you send the RFP.
  5. Fill in the dates in the cover table and the timeline, delete the grey guidance notes, and send.

How are fleet software proposals evaluated?

The template evaluates in four steps: a compliance check, a must-have check, weighted scoring, then a demo and, if scores are close, a pilot. Must-haves are pass or fail. The default weights are functionality 30%, ease of use 15%, integration 15%, implementation and support 15%, cost 15% and security and data 10%.

Weighted score = Σ (weight × score) ÷ Σ weights Score = 1 (poor) to 5 (excellent) Cost score = 5 × lowest total cost ÷ vendor total cost

Worked example: scoring three vendors

A fleet of 120 vehicles sends the RFP to three vendors. Vendor C answers N to LO-01 (full Arabic interface), a must-have, so it is out before scoring. Vendor A quotes 460,000 for three years and vendor B 400,000, the lowest, in the same currency.

CriterionWeightVendor AVendor B
Functionality3043
Ease of use1544
Integration1543
Implementation and support1543
Cost (5 × 400,000 ÷ total)154.355.00
Security and data1044
Weighted score1004.053.55

Vendor A costs 15% more but scores 0.50 higher, because it is stronger on functionality, integration and support. The gap is wider than 0.25, so no pilot is needed to separate them; a short pilot with vendor A can still confirm the result before contract.

Common mistakes in fleet software RFPs

  • Making everything must-have. It rules out good vendors for minor gaps and hides what matters.
  • Leaving the fleet profile vague. Without vehicle types and years, device and installation prices are guesses.
  • Comparing license prices only. Installation, sensors, SIM plans, integrations and support can change the total a lot. Ask for every line in section 7.
  • Accepting screenshots as proof. Ask for a live demo on your scenarios, or a pilot on your vehicles.
  • Setting weights after the demos. Agree them first so the score reflects your priorities, not the best presentation.

Limits of the RFP template

The template is a starting structure, not legal or procurement advice. Check it against your organization's procurement rules, contract terms and any sector rules, such as data hosting or regulator integrations, and add requirements that are specific to your operation. Telecom approvals and data protection rules differ by country; confirm the current requirements with the relevant authority before you set them as must-have.

What should a fleet management software RFP include?

Background and objectives, scope, a fleet profile, functional requirements, technical and security requirements, implementation and support, a pricing table, evaluation criteria with weights, submission instructions and a timeline. The template has a section for each.

How many vendors should receive the RFP?

Enough to compare and few enough to evaluate properly. A shortlist of three to six vendors is usually manageable, with demos for the top two or three.

What is the difference between must-have and should-have?

A must-have is a reason to reject a vendor: if it is missing, the proposal is out. Should-have and nice-to-have items are scored, so a gap lowers the score but does not exclude the vendor.

How much weight should price get?

The template uses 15% for cost, scored on the total cost over the contract term, not the monthly license alone. Change the weight to suit your organization, but agree it before the proposals arrive.

Should we run a pilot before awarding?

A pilot on a few of your own vehicles is the best way to separate vendors with close scores. The RFP builder suggests 5% of the fleet, at least 3 and at most 20 vehicles.

Does the template open in Google Docs?

Yes. Upload the .docx file to Google Drive and open it with Google Docs. It also opens in Microsoft Word and LibreOffice Writer.
