What is a 30/60/90-day plan for a fleet manager?

A 30/60/90-day plan sets out what a new fleet manager will learn, fix and improve in the first three months in the role. It gives your line manager a clear view of your priorities, gives you a baseline to show progress against, and keeps quick wins from crowding out the slower work that matters.

This fleet manager 90-day plan template in Excel holds the task plan, a dashboard, the baseline KPIs, a stakeholder map and a quick-wins list in one workbook, with dates and flags calculated from your start date.

The three phases of a 30/60/90-day plan

PhaseDaysFocusExamples of tasks
1. Understand1–30Learn the operation and record the starting pointStakeholder meetings, asset register check, expiry list, cost baseline, baseline KPIs
2. Stabilize31–60Fix the basics that cause cost and riskClear overdue PM, renew documents, fuel card rules, driver policy, weekly report
3. Improve61–90Start the changes that move the KPIsIdling, driver coaching, utilization review, replacement plan, day-90 review

How to use the 90-day plan template

  1. Type your start date on Lists. The review date is today by default.
  2. Edit the Plan: keep, change or delete the suggested tasks, add your own, and set an owner for each.
  3. Capture the baseline on Baseline KPIs within the first 30 days and agree it with your line manager.
  4. Fill Stakeholders with names and log the first meeting and last contact with each person.
  5. Score quick wins and start with those marked Do first.
  6. Every week, update status and progress and read the Dashboard. On day 90, enter the actuals and present the results.

How the flags, progress and scores work

Due day = due date − start date + 1 Flag = Overdue if due date < review date and not done Due soon if due within 7 days (setting on Lists) Outside phase if the due day is outside the phase days Progress counted = 100% if Done, left out if Cancelled KPI change % = (day-90 actual − baseline) ÷ baseline Quick-win score = impact points × (4 − effort points) High = 3, Medium = 2, Low = 1 · 6–9 Do first, 3–5 Plan, 1–2 Park

Stakeholder approach follows influence and interest: both High is Manage closely, High influence only is Keep satisfied, High interest only is Keep informed, and the rest is Monitor.

Fleet team RACI matrix: who does what

The RACI sheet lists 20 common fleet activities, from the asset register and preventive maintenance to fuel card reconciliation, traffic fines and the monthly review, against nine roles. For each activity, pick one letter per role: R does the work, A approves the result and answers for it, C is consulted before, and I is informed after. A/R marks a role that both approves and does the work, which is common in small teams.

A count = number of A and A/R cells in the row R count = number of R and A/R cells in the row Check = No A if A count = 0 · More than one A if A count > 1 No R if R count = 0 · otherwise OK

The A per role row shows where decisions sit. In the example the fleet manager holds 14 of the 20 As: normal in the first weeks, but a sign to delegate some approvals, such as fuel card limits or registration renewals, once the team is stable. Rename the role columns to match your team before you fill the sheet.

Worked example: day 12 of 90

A fleet manager starts on 1 October 2026. On 12 October the dashboard shows day 12, phase 1, 78 days left.

  • Expiry list was due on day 10 (10 October) and is blocked at 20%, so it is flagged Overdue.
  • Stakeholder meetings are due on 14 October, two days away, so they show Due soon.
  • Phase 1 progress: two tasks done (100% each), two in progress at 60% and 40%, one blocked at 20%, four not started: (100 + 100 + 60 + 40 + 20) ÷ 9 = 35.6%.
  • Baseline KPI: vehicle availability 91% at baseline, target 95%, actual 94% on day 90: change +3.0 points, +3.3%, status Improved, below target.
  • Quick win: renewing expired documents is High impact and Low effort, 3 × (4 − 1) = 9, Do first. Renegotiating a supplier contract is High impact and High effort, 3 × (4 − 3) = 3, Plan.

Common mistakes in a new fleet manager's first 90 days

  • Changing things before measuring them. Without a baseline you cannot show what improved.
  • Skipping stakeholders outside the fleet team. Finance, HR, IT and procurement decide budgets, drivers, systems and contracts.
  • Only doing quick wins. They build trust, but the day-90 review also needs a plan for the slower fixes.
  • Too many tasks with no owner. Keep the plan short enough to review weekly, and give every task one owner.
  • Leaving compliance for later. Expired registrations, insurance and licenses are cheap to fix early and costly to discover late.

Limits of the 90-day plan template

The suggested tasks, KPIs and stakeholders are a starting point for a typical company fleet; edit them for your sector, fleet size and role. The plan tracks what you type in: it does not collect data from your systems, and baselines are only as reliable as the source figures behind them. Regulatory requirements for documents, inspections and driver hours differ by country and change over time, so check the current rules with the relevant authority.

Questions

Fleet manager 90-day plan questions, answered

Want your baseline KPIs from tracking data instead of manual counts? Talk to Safee.

What should a new fleet manager do in the first 90 days?

Spend the first 30 days learning the operation and recording a baseline, the next 30 fixing basics such as overdue maintenance, expired documents and fuel card rules, and the last 30 starting improvements and presenting a 12-month plan.

What is a 30/60/90-day plan?

A plan that splits the first three months in a new role into three phases, each with its own goals, tasks and deadlines. It is often agreed with the line manager in the first week.

Which fleet KPIs should I baseline first?

Start with availability, utilization, fuel consumption and fuel cost per km, maintenance cost per km, PM compliance, overdue services, expired documents and incidents. The template lists 13 with formulas and data sources.

Who are a fleet manager's key stakeholders?

Your line manager, finance, operations and dispatch, the workshop, safety, HR, procurement, IT, driver supervisors, drivers, key suppliers and internal customers. The template lists all twelve with what each needs from the fleet.

What counts as a quick win?

A fix with clear impact and low effort that shows results within weeks, such as renewing expired documents, booking overdue services or setting fuel card limits. The template scores each idea by impact and effort.

What is a RACI matrix for a fleet team?

A table of fleet activities against roles that shows who is Responsible for doing each one, who is Accountable for the result, who is Consulted and who is Informed. It stops tasks such as document renewals or fine handling from falling between two people.

Can an activity have more than one A in a RACI matrix?

No. Each activity needs exactly one Accountable role; otherwise nobody answers for the result. It can have several Rs. The Check column on the RACI sheet flags rows with no A, more than one A or no R.

Does the template work in Google Sheets?

Yes. Upload the .xlsx file to Google Drive and open it with Google Sheets. It also works in Excel and LibreOffice Calc, with no macros.
