Company Vehicle Fines: Who Was Driving?

Paste the traffic fines on your company vehicles and the record of who drove each plate. The tool finds the driver at the time of each fine, lists the fines it could not match, totals fines per driver and spreads recovery over months under your own policy.

  • Runs in your browser
  • Paste straight from Excel
  • Your policy, not a legal rule

Everything you enter stays in your browser. The share link and the emailed report carry only the summary (totals per driver, up to 20 fines to check and your settings), never the full list of fines.

· Time as HH:MM, 24-hour. A fine without a time matches whoever had the vehicle that day. The example rows are filled in. Up to 300 fines.

Paste fines from Excel or the fines portal

Copy the rows from Excel and paste them here. Columns may be separated by tabs, semicolons or commas, in any order, with or without a header row. Dates such as 2026-09-14, 14/09/2026 or Hijri 1448/03/22 are read, and Arabic digits work too.

· One row per handover, shift or trip. Leave the end date empty when the record ends the same day; an end time earlier than the start means the next day.

Paste who drove from a trip report or handover log

Each line needs the plate, the driver, and the start and end: a date and time in one cell, or a date cell followed by a time cell.

min

A fine this close to a handover counts for the driver on either side; if both match, it is listed as two drivers. Example value.

How this is calculated
Match = same plate, and from − tolerance ≤ fine time < to + tolerance 0 drivers → no driver found · 1 → matched · 2 or more → two drivers to check Share with a known driver = matched amount ÷ total amount

What does the company vehicle fines matcher do?

Traffic fines on company vehicles arrive by plate number, often days later. Before a fine can be recovered, moved or discussed with a driver, someone has to find who had the vehicle at that minute, usually by going through handover sheets and trip reports one fine at a time.

This tool does that matching for a whole month of fines at once. It gives three results:

  • Fines matched to drivers: each fine with its driver, and the fines with no driver found or with two drivers at that time.
  • Totals per driver: fines and amount per driver, and the amount your policy recovers.
  • Recovery plan: how many months recovery takes under your monthly cap, month by month.

How are traffic fines matched to drivers?

Match: same plate, and from − tolerance ≤ fine time < to + tolerance 0 drivers → no driver found; 1 driver → matched; 2 or more → two drivers to check Share with a known driver = matched amount ÷ total amount Recoverable per driver = Σ fine amount × share recovered for the fine type Months to recover = recoverable ÷ monthly cap, rounded up

Plates are compared without spaces or dashes, and the letters of Saudi plates match in Arabic and Latin (أ = A, ب = B, ح = J and so on), so «1234 أ ب ح» and «1234 ABJ» are the same plate. A fine without a time matches any record that covers that day. The tolerance covers handovers logged a few minutes early or late.

Worked example: six fines on three vehicles

The default rows are an example in US dollars. Khalid had vehicle 1234 ABJ from 18:00 on 14 September to 06:00 on 15 September, then Omar until 18:00. Sami had 5678 RSX on 16 September from 07:00 to 16:00, and Nasser had 9012 KLZ on 18 September. The tolerance is 15 minutes.

  • Speeding at 22:41 on 14 September (USD 80): Khalid. Parking at 13:20 on 15 September (USD 40): Omar. Speeding on 16 September (USD 133): Sami. A fine with no time on 18 September (USD 27): Nasser.
  • Red light at 06:10 on 15 September (USD 267): within 15 minutes of the handover, so it matches both Khalid and Omar and is listed to check.
  • Speeding on 17 September (USD 80): no record covers that day, so no driver is found.
  • Four of six fines, USD 280 of USD 627, have a known driver: 45%.
  • With speeding and red light recovered at 100% and parking and other fines at 0%, Khalid owes USD 80 and Sami USD 133: USD 213. Under a cap of USD 53 a month, recovery takes 3 months: USD 106, then 80, then 27.

Can a traffic fine be moved to the driver in Saudi Arabia?

The General Directorate of Traffic has said that traffic violations cannot be moved from the vehicle owner's record to the person who committed them with that vehicle. It points to two steps instead:

  • Before driving: add the driver as the vehicle's actual user in Absher, or authorize the person to drive the vehicle. The Directorate says the authorization sets who is responsible for driving it and protects the owner from violations being recorded against the owner.
  • For violations already recorded: an owner who did not commit them can file a case in court to have them recorded against the vehicle's user.

Sources: General Directorate of Traffic statements reported by Okaz on 17 March 2023 and 11 March 2022 (checked 21 October 2026). Procedures change, so check the current steps in Absher and with the General Directorate of Traffic before you act. In other countries, ask your traffic authority.

This tool gives a record of who drove at the time of each fine. How that record is used, inside the company or before an authority or a court, is for you and the authority to decide.

How do you read the results?

  • Share with a known driver is the part of the fine amount you can put a name to. The rest stays with the company until someone finds the driver.
  • No driver found means no record covers that plate at that time: check trip reports and handover forms for that day.
  • Two drivers means the fine falls at a handover or in records that overlap: check the exact handover time, or lower the tolerance.
  • Recovery plan shows how long recovery takes under your cap. A long plan means the cap is low compared with the fines.

Assumptions and limits

Results are only as good as the records you enter. Fines and driver records are read as local time on both sides. The recovery share and the monthly cap are your policy settings, not legal rules: deductions from pay are governed by labour law and the employment contract, so check both before you deduct. The tool does not decide who is legally responsible for a fine. Driver names and plates are personal data under data protection laws such as Saudi Arabia's Personal Data Protection Law, so share the results only with the people who need them. Keep the fines in the Fleet Traffic Fines Log and the handovers in the Vehicle Handover Form so next month's matching is quicker.

Know the driver behind every fine

With Safee driver identification, each driver presents an iButton or RFID card before a trip, and the trip is recorded against that driver. Driver trip reports and the drivers-vehicles summary then give the record of who drove that this tool needs, without handover sheets.

  • Driver identification: iButton or RFID readers; the tracker enables the engine only for drivers allowed on that vehicle.
  • Driver and vehicle trip reports: who drove each vehicle, from when to when.
  • Drivers-vehicles summary: every driver and plate in a period, in one report.
  • Overspeed reports by driver: to compare with speeding fines as they arrive.

Questions about traffic fines on company vehicles

Who pays a traffic fine on a company car?

The authority records the fine under its own rules. In Saudi Arabia, the General Directorate of Traffic says that adding the driver as the vehicle's actual user, or authorizing them to drive it, protects the owner from violations being recorded against the owner. Between the company and the employee, who pays is set by your policy, the employment contract and labour law.

Can I transfer a traffic fine to the driver in Saudi Arabia?

The General Directorate of Traffic has said that violations cannot be moved from the vehicle owner's record to the person who committed them. It points to adding the driver as the actual user or authorizing them before driving, and, for violations already recorded, to filing a case in court. Check the current procedure in Absher.

How do I find who was driving at the time of a fine?

Compare the fine's date, time and plate with your trip reports, handover forms or shift rosters. This tool does it for all your fines at once. A tracking system with driver identification records the driver of every trip, so the answer is in a report.

Can I deduct traffic fines from an employee's salary?

Deductions from pay are governed by your country's labour law and the employment contract. The tool only applies the share and monthly cap you set; check both with HR or legal advice before you deduct.

What if two drivers had the vehicle at that time?

The fine is listed as two drivers to check. It usually falls at a handover or in records that overlap. Check the exact handover time, correct the records, or lower the tolerance.

What can I paste from Excel?

One fine per line with the date, time, plate, type and amount, in any order, separated by tabs, semicolons or commas. Header rows are used to find the columns. Dates may be 2026-09-14, 14/09/2026 or Hijri 1448/03/22, and Arabic digits work. Lines the tool cannot read are skipped, and it tells you how many and shows the first one.

Is my data sent to Safee?

Not while you work: the matching runs in your browser. When you ask for the report, the link we email carries the summary (totals per driver, up to 20 fines to check and your settings) so the report can be rebuilt. The full list of fines is never sent.
