Release 3.17.0: Administrative Alarms Notification Generator

Release 3.17.0 lets you create notification generators specifically for administrative alarms, meaning expiry alarms, mirroring the functionality already available for alarm-based notifications.
When an expiry alarm triggers, the system automatically sends the appropriate notifications through:
- System notifications.
- Email notifications.
- Mobile push notifications.
All of them are delivered to the designated receivers according to the notification generator settings.
